NEW YORK SEMIAUTOMATIC RIFLE LICENSE
What Rochester-area buyers should know before purchasing or taking possession of a semiautomatic rifle.
New York created a separate license requirement for purchasing or taking possession of a semiautomatic rifle. This is different from the SAFE Act rules that address prohibited firearm configurations and features.
Call Ikkin Arms • 585-328-0250New York State Police guidance says a Semiautomatic Rifle License is required to purchase or take ownership of a semiautomatic rifle on or after September 4, 2022. A person who lawfully possessed a semiautomatic rifle before that date is not required by this licensing change alone to obtain the license simply to continue possessing that rifle.
The license does not make a firearm configuration lawful if it is otherwise prohibited.

THE BIG DISTINCTION: LICENSE VS. CONFIGURATION
SEMIAUTOMATIC RIFLE LICENSE
Addresses whether a person may purchase or take possession of a semiautomatic rifle in New York.
SAFE ACT / ASSAULT-WEAPON RULES
Address whether particular firearm configurations and features fall within New York's assault-weapon definition.
Both issues can matter at the same time. Having the semiautomatic-rifle license does not override New York's separate firearm-configuration restrictions.
WHO NEEDS IT?
State Police guidance says the license is required for a person acquiring a semiautomatic rifle on or after September 4, 2022.
WHAT ABOUT AN EXISTING RIFLE?
State Police guidance distinguishes continued possession of a rifle lawfully acquired before September 4, 2022 from a new acquisition after that date.
IS A PISTOL LICENSE ENOUGH?
State Police dealer guidance says a pistol license alone is not sufficient unless the customer has the semiautomatic-rifle license authority.
WHAT DEALERS NEED TO KNOW
- A dealer cannot transfer a semiautomatic rifle to a customer who lacks the required semiautomatic-rifle license authority.
- State Police guidance treats a serialized lower receiver as a major component rather than a semiautomatic rifle.
- The semiautomatic-rifle license requirement does not apply to shotguns or bolt-, lever- or pump-action rifles.
