NEW YORK SEMIAUTOMATIC RIFLE LICENSE
New York requires a license to purchase or take possession of a semiautomatic rifle when the transfer of ownership occurs on or after September 4, 2022. For firearm dealers and custom rifle builders, that requirement changed who can take possession of a completed semiautomatic rifle in New York.
The license requirement applies to acquiring a semiautomatic rifle. A pistol license by itself is not sufficient unless it includes the semiautomatic-rifle authorization.
State Police guidance says a person who lawfully possessed a semiautomatic rifle before September 4, 2022 does not need this license merely to keep that rifle.
This licensing requirement significantly reduced the practical New York market for the custom semiautomatic rifles Ikkin Arms had built for customers. Call us before planning a new project or transfer.
Two different issues: SAFE Act rules address prohibited firearm configurations and features. The semiautomatic-rifle license addresses purchasing or taking possession of a semiautomatic rifle. A customer may need to consider both.

New York firearm compliance can involve more than firearm features. Depending on the transaction, customers may also encounter semiautomatic-rifle licensing, dealer-transfer procedures, background checks and other requirements.
Our SAFE Act reference remains available for configuration terminology. For semiautomatic-rifle acquisition questions, use the dedicated license guide above or call Ikkin Arms before arranging a transfer or custom project.

We can explain the procedures and services our shop performs. We are not a law firm and do not provide individualized legal advice.
Some questions go beyond the role of a firearm dealer or gunsmith. If the issue requires legal interpretation, advice about your individual rights or representation, speak with a qualified attorney.
If a government agency controls a permit, license, record or law-enforcement release, that agency may need to provide the authoritative answer or approval.
We would rather tell you which part Ikkin Arms can handle—and where you need a different resource—than give you an answer outside our role.
No. They address different issues. SAFE Act restrictions concern certain firearm configurations and features, while New York's semiautomatic-rifle license requirement concerns purchasing or taking possession of a semiautomatic rifle. Depending on the situation, both can matter.
